agency_name — the state department affected, like “AGRICULTURE” for the Department of Agriculture. fund_name — the specific budget account that was restricted, such as “AGRICULTURE BUSINESS DEVELOPMENT” for programs supporting farm businesses. restricted_amount — how much money was initially withheld from spending, shown in thousands of dollars (a value of 39 means $39,000). released_amount — how much of the restricted money was later freed up for spending, also in thousands of dollars.
